On 23 June 2025, Sindh Human Rights Commission, Bhittai Social Watch & Advocacy(BSWA), and Friedrich-Ebert-Stiftung, Pakistan came together at NILAT, Karachi to review progress and challenges in implementing the Sindh Home-Based Workers Act, 2018.
Participants including labour rights experts, civil society, home based workers, and officials discussed key gaps like:
-Missing provincial council & verification officers
-Lack of accurate data & inclusion of men home-based workers
-Cumbersome registration processes & centralized submissions
-Weak grievance redressal & poor inter-departmental coordination
-Insufficient budget allocations
Mr. Abdullah Dayo (FES Pakistan) highlighted findings from Khairpur and Sukkur, stressing the need to establish a provincial council for mapping home-based workers.
Mr. Iqbal Ahmed Detho (Chairperson, SHRC) raised serious implementation gaps despite the Act and Rules of Business being in place. He called for stronger public institutions, capacity building at NILAT, and proper budgetary support — citing the Institute of Training at Tando Jam as a good example.
